Gareth Scobie is a Senior Partner and Co-Head of the Risk and Compliance Capability at Davies. He brings more than 25 years of experience supporting Risk and Compliance functions across Insurance, Banking and Markets, and Asset and Wealth Management. Appointed by regulators in response to regulatory formal actions, he specialises in Regulatory Compliance Management and Financial Crimes Risk Management.
After studying law in England and Japan, Gareth began his career as a banker in Canada. He recognised early that enhanced oversight would reshape the regulatory landscape. He then transitioned into regulatory compliance and anti‑money laundering. Over the next two decades, Gareth assumed progressively senior leadership roles across Insurance, Asset and Wealth Management, Banking, and Capital Markets.
Gareth’s hands on experience in both the first and second line of defence led him to establish Risk and Compliance practices at two Big Four firms. In these roles, he was repeatedly appointed by regulators to remediate regulatory examination deficiencies and help clients meet the conditions of Administrative Settlement. Anticipating the next wave of regulatory change – driven by technology – he joined a global, content-driven technology company to develop industry-aligned regulatory compliance and anti-money laundering solutions.
At Davies, Gareth specialises in combining pragmatic, operations-focused advice with emerging technologies to help clients meet evolving regulatory expectations. Inquisitive by nature and a strong voice for consumer protection, he also works with regulators to strengthen supervisory relationships and advance the public interest.
